Who has to pay tolls in Norway?

The vehicle owner or the holder of a user agreement for a vehicle, regardless of vehicle nationality, has to pay tolls on Norwegian toll roads. Read more about the rate groups here.

The owner details are requested from the central vehicle of registration in the respective country, where the vehicle is registered according to See section § 3. https://lovdata.no/dokument/SF/forskrift/2016-11-28-1418

Please be aware that the company/or person that is named on the invoice is ultimately liable to ensure payment.

Exceptions:

Road tolls are not collected for motorcycles and mopeds passing automatic toll stations. Read more at AUTOPASS website
